OBJECTIVES

The Victorian metro heavy and light rail networks operate via franchise contracts that include operation, maintenance, and renewal. The lack of understanding of asset conditions hindered strategic asset management decision making and limited a competitive procurement. To improve the value for money proposition and provide better transportation services, the Asset Condition Assessment Project (ACAP) was developed to provide asset condition data to the Department of Transport and Planning (DTP) across four phases.

SOLUTIONS

SAS-AM collaborated with DTP to refine and improve ACAP's value proposition by analysing the program's operating landscape and evaluating its successes and shortcomings.

We engaged with DTP's experts and reviewed related strategic projects to provide a comprehensive evaluation of the program.

Additionally, SAS-AM assessed the condition data collected during the first two phases to optimise ACAP's outputs and reduce costs.
